Raoul Henri Alcalá
Raoul Henri Alcalá is a graduate of the U.S. Military Academy and the Yale University Graduate School. He served initially as a U.S. Army officer with two years combat duty in Vietnam, Assistant Professor of Social Science at the U.S. Military Academy, White House Fellow, duty at NATO Headquarters, and chief of an Army Think Tank (Assessment and Initiatives Group) in the office of the Army Chief of Staff.
Following military service, he founded Alcalá Enterprises, Inc. which has specialized in public and private sector initiatives abroad to assist foreign governments professionalize and modernize their security sectors (military, police, national security policies and institutions), in studies of U.S. civil-military relations, and in varied commercial ventures.
During combat operations in Vietnam, he and his unit were cited (Silver Star, Presidential Unit Citation; 1967); and he advised US Senior Advisor John Paul Vann on political-military developments (Military Region II, Central Highlands, 1971-72). During his service at the US Mission to NATO, he was the US representative for nuclear planning and arms control (1979-1982). As chief of the Assessment and Initiatives Group (1987-1991) he assisted the Chief of Staff in planning for the First Gulf War (1990-1991), post-Soviet era planning for US Army forces worldwide (1989-1991), and outreach initiatives with the media, academe, and the US Congress (awarded Army Distinguished Service Medal).
During service as a White House Fellow, he was executive assistant for energy issues to the White House Energy Resources Council (1976), the Federal Energy Administration (1976-1977); and energy issues assistant to the US National Security Advisor (1977).
As President of Alcalá Enterprises, Inc., he participated in government reform initiatives in Croatia, Bosnia-Herzegovina, Macedonia, Nigeria, Columbia, São Tomé et Príncipe, Taiwan, South Africa, and Afghanistan (1995-2004). During a decade in Iraq, he was the US senior advisor to the Iraqi National Security Advisor (2007-2011), the Ministry of Defense (2004-2011), and the Iraqi National Security Council Staff (2007-2011). He also authored for the US Joint Chiefs of Staff Organization the principal doctrinal manuals for US military operations (Joint Publication 1, Joint Warfare of the Armed Forces of the United States, 14 November 2000; and Joint Publication 3-11, Joint Doctrine for Operations in Nuclear, Biological, and Chemical (NBC) Environments, 11 July 2000).
Currently he is directing Alcalá Enterprises, Inc. in initiatives to promote US-European transatlantic dialog; participate in policy debates about future US foreign and security policy; and varied commercial activities with US partners.
He is a member of several professional and charitable associations, and actively participates in public service activities in the Boston area.
